Personality (At least 4 sentences, but longer is preferred): Gary is more complicated than he appears. He can be slick as oil, like a used broom salesman or a sleazy politician. His persuasive powers and ambitious nature give him the appearance of a guy who is just looking to make a name for himself and further his career. Add in his wicked sense of humor and it can be difficult to take him seriously. He uses jokes to diffuse tension and to put people at ease before he begins "pitch."
But in spite of all this, Gary is actually a very intelligent and well-read sort of guy. He's not a sleazy as he appears at first, and, to a certain extent, most of his pushiness stems from the fact that he actually cares about what's going on and about people.
History (At least 4 sentences): Gary doesn't know much about his family, as he was orphaned when he was only 3 years old. He knows his parents were Benedict and Joanna Goodwin and that his father was a college professor of literature and his mother was a homemaker. They were killed in an automobile accident, and Gary, in the backseat, was lucky to make it out alive. He spent his early years being shuttled to foster families, never staying in one place for long. He was actually in a group home when he got his Hogwarts letter.
Finding out that he was a wizard was not a shock to him. He had always known that there was something different about him. With Albus Dumbledore's help, he was set up with a wizard family that he could stay with during breaks from school. This family, George and Lynn Dalton, were more of a family to him than any he had ever known, and he still refers to them as "mom" and "dad." Yet he frequently visits the grave of his real parents in a cemetary just outside of London, and in his spare time, he tries to research everything he can about his family.
In school, Gary was sorted into Slytherin, despite being a muggleborn. But was he a muggleborn? In his research, he uncovered some things about his mother that seem to indicate that she may have been a witch... and that she might have come from a very old pureblood family. He also suspects that his parents' death might not have been an accident... but the fact that he survived was. Still, he has no proof of any of this, which leads him to believe it was a cover up.
After graduation, Gary was offered a position in the Ministry. He started in the Muggle-Worthy Excuse Committee, and worked his way up to Muggle Relations. Now he is the primary liaison between muggle government and the Ministry (something normally handled by the Minister of Magic himself). Gary's ultimate goal is to work his way into the office of the Minister and become the new Minister of Magic.
