when they weren't in the ministry buildings we saw JKR use owls... they were faster than we give them credit for.
Plus it was normal for them to just apparate outside their destination (if it was warded against unknown apparators) and then knock on the door to talk in person.

The two-way mirror Sirius gave Harry was small and could be carried anywhere. He and James used to use them in school to communicate with each other.

okay so maybe if only certain poeple are given one of those? That way not all deatheaters have them but certain ones do it woul dmake sense.

I just think that core group--Bellatrix, Lucius, Rodolphus and Rabastan--should really have them. The rest of the Death Eaters are too busy with their sleazy affairs to worry about conspiring against anyone.
